[Israel.pm] building DBD::Oracle

Hi,
It seams that while building DBD::Oracle it requires an Oracle
environment:  which worries me since I would like to use the driver to
connect to a remote oracle database and not relay on an Oracle
environment
Does any one know if the Oracle environment needed in run time? can I
build the module using an existing Oracle environment and then use it
to connect to an unknown Oracle environment?
