I would like to let users add tags to CPAN modules via http://www.cpanforum.com/
Once we have enough tags the exported information could be used to
improve searches for
CPAN modules.

I wonder how should I do that?
Who should be add tags? Anyone? Registered users? Selected users?
Who should be able to change tags or delete them?

I am worried a bit about spam, or just people who might want to ruin the data.
When someone posts a spam on the forum I can easily delete it. How can I protect
the tags from vandalism or spam?

Shall I differntiate in case of words? e.g. shall I allow both Perl and perl
as tags or just lowercase words?
