[Israel.pm] CPAN::Forum tags enabled

Thanks for the suggestions yesterday.
While I have not implemented anything against spamming yet,
I added the capability of tagging modules on CPAN::Forum.

It is still a bit lacking features but I think it is a good start.

Let me know what do you think and start tagging the modules you use.
