I'm interested to learn how to package CPAN modules for .rpm
and .deb -- moreover, I'd like to learn how such packaging
should be done in order to comply with the distribution's
internal dependency system. Another interesting issue is the
ability to install such packages in a "sandbox" or in my
homedire rather than globally for the system.

So, I'm interested in the above mentioned issues -- so if
this is what you had in mind you got my attention, and I
think that several others in F5 will also be interested in
this.

I vote for it.
I can even suggest two CPAN modules as example for "should
be a breeze" and "should be a nightmare" :-)

The first one is Convert::Binary::C  and the other is goold old XML::Twig.
(who will teach how to do this??? what happens if we all
come to learn this but no one actually knows how to do
this?)
