Why not put it on http://he.wikibooks.org/ ?

(I'd say http://wiki.perl.org.il/ , but it probably doesn't support RTL well.)

If you aren't experienced with MediaWiki, you can publish it in a
non-PDF form - .doc is ok - and i can upload it to a wiki.
