The idea was that the site administrator - who can log on at the beginning -
is able to create several conferences - each one has its own url
within the site.

The conference admins can then overload the templates in their own template
directory and when some accesses the site based on the URL of the conference
the system will know which template directory to use.

There is some part of the admin interface which is not finished yet.
Try manually configuring a local URL for the templates of
 OSDC 2006 to see that.
